I'm having trouble logging on forum from some users Shows that were logged but not actually log !That is the problem? Please help me

Not i`am not logged in forum ! And forum don`t appear ! If i go to www.fragmaster.ro/forum/login.php and i login to forum i can see the forum ! But i whant to make forum vizible for guests !
