That means:
• or SQL is 'dead' in your hosting provider,
• or temporarily cannot connect to the database,
• or someone modify file config.php - chech, whether data of this is correct.

If answer is:

• or you forgot activate database (on some servers),
• or probably, when you create database, you forgot add users with privigles (or only privigles).
